Job Description:
El Hogar Community Services Program Directors to oversee our
outpatient community based mental health programs within Sacramento
County. Our programs are designed to serve adults 18 + who are
seeking services for mental health, substance abuse, homeless,
resources for the justice involved population and other many
resources. A successful candidate will possess: Strong leadership
skills, with the ability to motivate, inspire a diverse team, is an
excellent project management abilities, including planning,
implementation, and evaluation, has exceptional communication and
interpersonal skills, the ability to engage and collaborate with
stakeholders at all levels, demonstrated experience in strategic
planning, budget management, and resource allocation, knowledge of
program evaluation methodologies and the ability to utilize data to
drive decision-making, familiarity with relevant regulations,
policies, and best practices in the field, strong organizational
skills, attention to detail, and the ability to manage multiple
priorities effectively, passion for the organization's mission and
a commitment to making a positive impact in the community. Position
Summary: The Program Director is responsible for overseeing and
managing all aspects of the outpatient mental health program and
the co-located drop in community wellness center specifically
designed to meet the unique needs of Sacramento adult individuals
seeking services within that community. The services within
programs are dedicated to trauma informed care, the "Strengths
Model"-Recovery oriented practice, phase treatment approach, SOAR
program model approach, peer supportive services, and flexible
community/field-based specialty mental health services that matches
the needs of the client. The Program Director will play a critical
role in ensuring the delivery of high-quality mental health
services to clients, promoting staff development, and maintaining
compliance with relevant regulations and best practices. The
Program Director works with the leadership team to ensure employee
performance evaluations are being completed and delivered within a
specified time period; Maintains employee time-off requests and
records; Ensures time cards are submitted timely and accurately to
administration; Prepares quarterly reports and outcome reports
according to Sacramento County contract guidelines; Actively
participates in meetings and events pertaining to the Executive
Management Team, County, and other community organizations; Keeps
the COO/CEO informed of all operational and programmatic issues on
a timely basis. Essential Duties and Responsibilities: include the
following. Other duties may be assigned. Program Management: Take a
proactive role in providing a strong leadership presence at the
facility. Oversee the day-to-day operations of the clinic various
department (outpatient, CWC, Housing, Outreach, ECM, Medical,
mental health court,etc.), ensuring the provision of high-quality
mental health services.: Develop, implement, and evaluate program
policies and procedures tailored to the unique needs of adults
populations including the older adult and the justice involved.
Provide after-hours/on call service and crisis intervention as
needed within the program management team. Conduct analysis to
identify program needs, gaps, and opportunities for improvement.
Actively engage in both staff and client interactions to foster a
collaborative and supportive environment, contributing to the
development of a structured and therapeutic atmosphere. Provide

Development: Facilitating Staff meetings and offering leadership
and guidance to all staff members. Lead and inspire a
multidisciplinary team of mental health professionals specializing
in specialty mental health services. Foster a supportive work
environment that promotes effective communication and excellence in
service delivery Set performance expectations, conduct regular
performance evaluations, and support professional development to
foster a skilled and motivated team. Coach, Mentor and support
program staffs including interns by providing constructive
feedback, facilitating their professional development and
maximizing their potential. Provide supervision and in- service
training and workshops for direct staff and interns on clinical
interventions and documentation. Demonstrate a commitment to
maintaining a culture of integrity, professionalism, and respect
for both staff and clients. Prepare and present regular reports to
executive leadership, board members, and funders, highlighting
program achievements and challenges. Community Engagement:
Establish and maintain collaborative relationships with community
partners, Community organizations, and relevant stakeholders. Act
as a liaison between the clinic and external organizations to
promote awareness and access to mental health services for
Sacramento adults. Represent the organization at external events,
conferences, and meetings to promote program visibility and build
strategic alliances. Quality Assurance and Compliance: Ensure
accuracy of client screening and assessment of admissions and
discharges in conjunction with contracted criteria. Conduct
internal audits and participate in external audits or inspections,
taking corrective actions as needed. Ensure compliance with all
relevant regulations, accreditation standards, and ethical
guidelines. Implement and monitor quality assurance measures to
uphold the highest standards of care for our clients and follow
through with problem resolution of grievances. Versatility and
Flexibility: Step into various roles within the clinic as needed,
including conducting assessments, supporting caseloads, provide
diagnosis consultation, field work, and crisis intervention. Assist
staff in crisis intervention and maintain proper protocol for each
incident by reporting in a timely manner. Address emerging needs
and challenges with adaptability and creativity. Fiscal
Responsibilities: Monitor program expenditures, track contract
performance & productivity, make recommendations for budget
changes/adjustments, ensure the programs remains within budget
constraints, and prepare regular reports for senior management and
County contract staff to ensure financial sustainability and
responsible allocation of resources. Implement cost-effective
measures while maintaining high-quality mental health services for
our clients. Collaborate with fiscal department & financial
stakeholders to ensure compliance with financial reporting
requirements. Professional Development: Foster a supportive work
environment that promotes effective communication and excellence in
service delivery. Stay abreast of the latest research and
developments in the field of mental health to ensure the
application of evidence-based practices and continuous professional
growth. Participates in the internal and external county
utilization review process. Maintain active credential with BBS and
county requirement to be licensed/licensed waived. Collaborate &
communicate with other Program Directors/leadership team to
maintain streamline appropriate protocols and processes. Ethics and
Confidentiality: Adhere to strict ethical standards and maintain
client confidentiality in accordance with legal and professional
guidelines. Ensure the protection and confidentiality of all
Protected Health Information (PHI) by following all Agency policies
and procedures. Supervisory Responsibilities: Directly lead and
supervise 30+ employees and interns as assigned according to agency
needs. Carries out supervisory responsibilities per the
organization's policies and procedures. Responsibilities include:
Oversight of program management team, all aspects of productivity,
assigning appropriate case load management. Interviewing, hiring,
and training employees. Planning, assigning, and directing work.
Appraising performance. Rewarding and disciplining employees.
Addressing grievances/complaints and resolving problems.
Qualifications: To perform this job successfully, an individual

essential functions. Education and/or Experience: Master's or
Doctoral degree in Psychology, Social Work, Counseling, or a
related field ( Required ). Must be currently registered through
Board of Behavioral Sciences (BBS) and have a clear current
California License ( Required ). ASW, AMFT, APCC LCSW, LMFT/LMFC,
LPCC (preferred). Extensive experience in program management and
leadership. Three (3) years plus of supervisory experiences
(Required) Five (5) years plus of supervisory experience
(Preferred) Two (2) years of professional experience in a mental
health-related setting providing direct services. Work experience
in forensic behavioral health, including forensic evaluations and
treatment (Preferred). Skills and Abilities: Empathy and
understanding of the specialty mental health needs of adults.
